Within the Transport Execution Management (TEM) domain, a senior-level role is opened to lead two large-scale digital programs: D@SH and DIOR. These initiatives span mobile applications, cloud-native platforms on Microsoft Azure, web interfaces, and integrations with legacy railway systems. The position is a hands-on delivery leadership role, combining program management, agile coaching, and Release Train–inspired orchestration, with a strong focus on predictability, flow, and value delivery in complex IT environments.
Lead end-to-end delivery of the D@SH and DIOR programs across multiple teams, vendors, and technologies.
Own delivery commitments related to scope, timelines, budget, and outcomes.
Translate strategic and executive objectives into clear, executable roadmaps and milestones.
Continuously analyze delivery flow to identify bottlenecks, delays, and inefficiencies.
Actively manage dependencies, decisions, and ownership to maintain delivery momentum.
Improve delivery predictability through prioritization, cadence, and flow optimization.
Act as a program-level agile coach, ensuring consistent agile practices across teams.
Coordinate cross-team dependencies in a Release Train–like setup.
Facilitate key synchronization moments such as planning, reviews, and alignment sessions.
Bridge strategic governance and operational delivery, ensuring governance supports execution.
Prepare and support steering committees and senior management with decision notes and impact assessments.
Master’s degree, Executive Master, or equivalent senior professional experience.
Minimum 10 years of experience in program, project, or portfolio management within complex IT or digital environments.
Proven experience managing multi-team or multi-project programs with cross-functional dependencies.
Demonstrated experience in Agile, scaled Agile, or hybrid delivery environments.
Proven ability to work with executive or C-level stakeholders.
Professional proficiency in English, French, and Dutch.
Availability to work at least 2 days onsite per week.
Experience leading transformation and change initiatives beyond pure project execution.
Strong ability to identify and resolve delivery bottlenecks and dependency issues.
Maturity in agile-at-scale or Release Train–inspired orchestration.
Strong stakeholder alignment skills in regulated or legacy-heavy environments.
Experience balancing delivery governance with execution agility.
Background in transport, mobility, or large infrastructure-related IT environments.
