Chief Enterprise Architect

Context

A major public-sector organization in the Walloon water sector is strengthening the governance, coherence and long-term evolution of its information systems. Working across multiple public water operators, the organization aims to reduce technological complexity, improve interoperability and align digital investments with business and public-service objectives.

To support this transformation, the client is looking for an experienced Chief Enterprise Architect who will lead the definition and deployment of a shared enterprise architecture framework and the information-system urbanization roadmap. The role is strongly business-driven and requires close collaboration with architecture teams, process owners, business representatives, data stakeholders and participating organizations.

 

  • Duration: 6 to 12 months.
  • Workload: 120 days.
  • Start date: As soon as possible.
  • Key milestone: Initial deliverables are expected within the first 6 months.
  • Main location: Loyers, Belgium, with travel to offices of participating sector operators.
  • Working model: In-person meetings and collaboration should be prioritized. Consolidation work and report preparation may be performed remotely.

Responsibilities

  • Lead the end-to-end definition and implementation of the enterprise architecture framework.
  • Build and maintain the information system landscape and architecture repository.
  • Develop business, functional, organizational, application, data and technical architecture models using ArchiMate.
  • Contribute to the information model in collaboration with information and data stakeholders.
  • Define infrastructure models together with the relevant architecture teams.
  • Establish architecture principles, standards and patterns.
  • Define the architecture governance framework, including roles, policies and standards.
  • Ensure architecture alignment with regulatory and security requirements, including NIS2 and GDPR.
  • Define the information-system transformation roadmap and target trajectories.
  • Translate strategic and public-service objectives into coherent target architectures.
  • Support prioritization and arbitration of digital investments.
  • Ensure consistency across processes, applications, data, technologies and asset lifecycles.
  • Address technological complexity, technical debt, operational continuity and resilience.
  • Prepare architecture presentations and recommendations for senior management.
  • Present deliverables to architecture and sector-level governance bodies.
  • Coordinate contributions from internal teams, process owners, business representatives, data representatives and other stakeholders.
  • Remain accountable for the overall consistency, quality, validation, planning and governance compliance of all project deliverables.
  • Support architecture awareness, change management and adoption across participating organizations.

Technical skills

Must have

  • Minimum 10 years of experience in enterprise architecture, information-system architecture or IS urbanization.
  • Proven experience defining and deploying enterprise architecture frameworks and transformation roadmaps.
  • Experience providing strategic advisory services to executive management or leadership committees.
  • Experience working in multi-business or multi-entity organizations.
  • Strong ability to connect strategic vision, business requirements, technology and governance.
  • Ability to translate organizational strategy and public-service missions into target information-system architectures.
  • Experience working with senior management, process owners and business stakeholders.
  • Strong knowledge of business, application, data and technical architecture.
  • Experience establishing shared architecture repositories and IS urbanization approaches.
  • Strong stakeholder-management and cross-functional coordination skills.
  • Ability to take ownership of complex deliverables and ensure their quality and consistency.
  • Ability to work collaboratively while remaining accountable for final architecture decisions and outputs.

Should have

  • Strong knowledge of TOGAF.
  • Strong experience with ArchiMate modelling.
  • Knowledge of architecture governance, principles, standards and reusable patterns.
  • Understanding of interoperability and information-system urbanization standards.
  • Experience managing technological complexity and technical debt.
  • Knowledge of NIS2 and GDPR requirements in an architecture context.
  • Experience defining transformation roadmaps and ensuring operational resilience.
  • Strong influencing leadership and facilitation skills across multiple organizations.
  • Experience with change management and promoting enterprise architecture practices.
  • Ability to communicate and simplify complex architecture topics for business and management audiences.
  • Experience presenting recommendations to governance committees.
  • Understanding of public-sector digital transformation, service continuity and budget constraints.

Nice to have

  • Experience in public services, intermunicipal organizations or public-sector entities.
  • Experience in utilities such as water or energy.
  • Experience with organizations operating industrial and geospatial information systems.
  • Knowledge of water-sector business systems and related applications.
  • Experience with GIS / geomatics, including distribution areas and network management.
  • Knowledge of ERP / SAP environments and application integration.
  • Experience with SCADA, sensors or IoT systems.
  • Knowledge of asset management.
  • Understanding of shared solutions and mutualization between public operators.
