Context

Within the Digital Business Solutions department, the Data Management & Analytics service develops and maintains a data platform designed to provide value-added information for decision-making, business steering, performance management and official reporting. The Functional Analyst Data & Analytics acts as a bridge between business stakeholders and technical teams, translating business requirements into robust, scalable and high-quality data solutions while contributing to the evolution of the data platform.

Responsibilities

  • Collaborate with Business Data Analysts, business experts and project stakeholders to understand reporting, analytics and data requirements.
  • Refine, formalise and document business requirements.
  • Ensure traceability between business requirements, business rules, source systems and delivered data solutions.
  • Produce and maintain functional analyses, business rules and detailed specifications.
  • Collaborate with Business Data Analysts, Business Process Analysts, Data Engineers, IT Analysts and project teams.
  • Prototype and validate business rules with stakeholders.
  • Contribute to the functional design of enterprise data warehouses, data marts and analytical data models.
  • Define source-to-target mappings and data integration logic.
  • Contribute to scalable data flows and modern data architectures.
  • Analyse and profile operational data sources.
  • Identify data quality issues and contribute to their resolution.
  • Validate the consistency and integrity of business rules throughout the delivery lifecycle.
  • Define and execute functional tests.
  • Contribute to business-oriented access rights and security requirements.
  • Assess impacts, risks, priorities and dependencies.
  • Provide functional expertise and recommendations to project managers and delivery leads.
  • Contribute to effort estimation, scope definition and mitigation actions.
  • Promote continuous improvement in data governance, delivery practices and stakeholder collaboration.
  • Produce Functional Design Documents, Source-to-Target Mappings, Logical Data Models, Test Plans, Test Evidence and Issue Logs.

Technical skills

Must have

  • Master’s degree in Computer Science or equivalent.
  • At least 8 years of proven experience in the BI or Analytics domain.
  • At least 5 years of proven experience as a Business Intelligence/Data Analytics Analyst or Consultant.
  • Senior-level experience in data modelling.
  • Senior-level experience in business requirements gathering.
  • Experience with reporting, data warehousing and analytical solutions.
  • Experience as a BI Functional Analyst in at least two distinct business sectors.
  • Ability to conceptualise processes and data domains.
  • Ability to present ideas clearly and in a structured manner.
  • Strong analytical mindset and ability to understand complex business processes.
  • Ability to bridge business and technical stakeholders.
  • Familiarity with dimensional modelling, star schemas and data integration flows.
  • Excellent communication and stakeholder management skills.
  • Autonomous, proactive and solution-oriented approach.
  • Fluent French or Dutch with passive knowledge of the other language.

Should have

  • Certification or proven experience as a Project Manager.
  • Proven experience in the Utilities sector.
  • Proven experience with Power BI.
  • Proven experience with SAS Data Integration.
  • Proven experience with SAS Enterprise Guide.
  • Proven experience with SAS Visual Analytics.

Nice to have

  • Interest in modern data platforms.
  • Interest in cloud technologies and cloud-enabled architectures.
  • Interest in evolving analytics ecosystems.
