Program Manager

Context

The organization is delivering a strategic Data & Analytics transformation program designed to modernize its data capabilities and increase business value. The program includes the implementation of a scalable cloud-based data platform, the deployment of data governance and data quality frameworks, the migration of data, data flows and reports from a legacy environment, the adoption of a domain-driven data product approach, and the follow-up of related AI initiatives. The Data & Analytics Program Manager will coordinate the full program, align business priorities with IT delivery, manage dependencies across projects and ensure the delivery of measurable outcomes.

Responsibilities

  • Lead and coordinate the delivery of the complete Data & Analytics program.
  • Align the Business Program Lead, Program Sponsor, Project Managers, IT teams and business stakeholders.
  • Integrate and control program scope, roadmap, planning, risks, resources and budget.
  • Define and maintain clear boundaries between in-scope and out-of-scope activities.
  • Coordinate scope changes, priorities, escalations and arbitration decisions.
  • Monitor milestones and delivery progress across all program projects.
  • Manage dependencies between projects within the program and with external initiatives.
  • Ensure that architecture choices and roadmaps are reviewed and approved through the appropriate governance bodies.
  • Ensure that development, testing, deployment and operationalization activities follow agreed milestones.
  • Ensure that production and operational constraints are integrated into delivery plans.
  • Oversee Project Managers and key program resources.
  • Anticipate and coordinate human, technical and financial capacity across projects.
  • Ensure consistent application of the organization’s standard project methods, processes and tools.
  • Ensure compliance with the defined program operating model.
  • Prepare Program Steering Committee agendas, materials, decision logs and action tracking.
  • Play a leading role in operational governance meetings.
  • Drive risk management, issue resolution, escalations and program-level arbitrations.
  • Establish consolidated reporting covering delivery, value, risks, budget, benefits and dependencies.
  • Coordinate communication, stakeholder engagement, change management and adoption activities.
  • Reinforce business ownership of program outcomes and value realization.
  • Track and consolidate benefits and business value with the relevant stakeholders.
  • Coordinate integrators and external partners to ensure aligned and effective delivery.
  • Maintain continuous alignment with the Business Program Lead, Program Sponsor and key stakeholders.
  • Ensure tangible and value-driven outcomes are delivered at program level.

Technical skills

Must have

  • At least five years of experience as a Program Manager or in a comparable role within the data domain.
  • At least one professional experience in the energy sector.
  • At least one experience delivering a migration to a new cloud-based data platform.
  • Excellent command of project and program management methods and techniques.
  • Good understanding of modern data architecture.
  • Demonstrated ability to deliver in a changing environment and under external pressure.
  • Excellent stakeholder management and communication skills across all organizational levels.
  • Strong change management capabilities.
  • Excellent spoken and written French.
  • Excellent spoken and written Dutch.
  • Excellent spoken and written English.
  • Academic Master’s degree or equivalent professional experience.

Should have

  • Strong experience managing complex dependencies across multiple projects.
  • Strong budget, resource, risk and scope management capabilities.
  • Ability to align business objectives, IT delivery and expected business value.
  • Experience working with senior sponsors, governance committees and executive stakeholders.
  • Strong client-oriented mindset.
  • Strong organization and planning skills.
  • Flexibility and resilience under pressure.
  • Experience coordinating internal teams, integrators and external partners.
  • Experience establishing consolidated program reporting and governance frameworks.
